Purpose of the Bill

The purpose of this bill is to enhance public safety by establishing and funding the Northwest Metro Regional Real Time Crime Center (RTCC) in the northwest metropolitan area of Minnesota. This initiative is designed to improve coordination among law enforcement agencies, address regional crime trends, and enable rapid responses to criminal activities using real-time data and technology.

Main Provisions

• Funding Allocation: The bill allocates $2,000,000 in fiscal year 2026 and $1,000,000 in fiscal year 2027 from Minnesota's general fund to the city of Brooklyn Park. These funds are intended to support the establishment and operation of the RTCC.
• Collaboration Among Cities: The RTCC will serve the cities of Brooklyn Center, Brooklyn Park, Crystal, Golden Valley, New Hope, and Robbinsdale. It aims to facilitate collaboration between these jurisdictions.
• Centralized Crime Monitoring: The RTCC will operate as a centralized facility equipped with advanced technology, staffed with law enforcement personnel and analysts who will monitor, collect, analyze, and disseminate real-time data relevant to criminal activities.
• Advisory Board: An advisory board composed of representatives from each participating city's police department as well as the mayors of the aforementioned cities will oversee the RTCC. This board will meet at least quarterly.
• Reporting Requirements: The advisory board must submit a biennial report by September 1 of every odd-numbered year, starting in 2027, to the governor and relevant legislative committee leaders. The report will outline the RTCC's accomplishments in crime prevention and investigation over the previous two years.
