Purpose of the Bill

The bill aims to improve public safety in the northwest metropolitan area of Minnesota by establishing and funding a Northwest Metro Regional Real Time Crime Center (RTCC).

Main Provisions

• Funding Allocation: The bill provides a budget of $2,000,000 for fiscal year 2026 and $1,000,000 for fiscal year 2027 from the general fund. This money is allocated to Brooklyn Park to support the establishment and operation of the RTCC, which will serve multiple jurisdictions.

• Function of the RTCC: The Real Time Crime Center will be a centralized facility in the northwest metropolitan area aimed at enhancing public safety. It will improve coordination among law enforcement agencies from six cities: Brooklyn Center, Brooklyn Park, Crystal, Golden Valley, New Hope, and Robbinsdale. The RTCC will focus on rapidly responding to criminal activities by using real-time data analysis and advanced technology.

• Staff and Operations: The RTCC will be staffed by law enforcement personnel and analysts. They will monitor, collect, analyze, and share real-time data to help prevent and investigate crimes effectively.

• Advisory Board: A 12-member advisory board will oversee and guide the RTCC. This board will include representatives from the police department and the mayor of each participating city. The board is required to meet quarterly and submit a biennial report detailing the RTCC’s progress and accomplishments.

This bill introduces a new initiative in the form of the RTCC, fundamentally changing how regional crime prevention and investigation are conducted.
