Purpose of the Bill

The purpose of this bill is to establish a new special license plate in Minnesota titled "Disability Rights and Support." The bill aims to recognize and support the rights of people with disabilities through the issuance of these special plates and by directing contributions to fund related community support.

Main Provisions

• Plate Issuance: The commissioner will issue these special plates to applicants who own passenger vehicles, noncommercial pickup trucks, motorcycles, or recreational vehicles.
• Fees and Contribution Requirements: Applicants must pay a standard special plate fee, comply with registration taxes, and contribute at least $30 annually to a designated account for disability rights and support.
• Design: The license plate design will be created in consultation with organizations serving people with intellectual and developmental disabilities and will include the inscription "Disability Rights since 1950."

Significant Changes

• Plate Transferability: The bill allows these special plates to be transferred to another qualifying vehicle owned by the same registered individual upon the payment of a transfer fee.
• Use of Contributions: Contributions collected are directed to a specific account and appropriated for administrative purposes and for supporting The Arc Minnesota, a nonprofit organization. The funds will support their mission and activities related to disability community support.
