• Eligibility Requirements: To qualify for the plates, a vehicle owner must be the registered owner of certain types of vehicles, including passenger cars, non-commercial one-ton pickup trucks, motorcycles, or recreational vehicles. The owner must also:

  • Pay the fee for the special plates.
  • Pay the regular vehicle registration tax.
  • Make a minimum $30 annual contribution to the disability rights and support account.
  • Adhere to motor vehicle registration and licensing rules.

• Plate Design: The design of the plates will be developed in collaboration with groups that provide services to individuals with disabilities. The design must feature the phrase "Disability Rights since 1950."

• Plate Transfer: If the vehicle is sold, the special plates can be transferred to another qualifying vehicle owned by the same person, upon application and a $5 fee.

• Exemption from Other Provisions: The special plates are exempt from certain sections of existing vehicle registration laws.

Establishment of a Fund

• Contributions and Appropriation: Contributions made through the plate purchases are deposited into the newly created disability rights and support account within the special revenue fund.
• Funding Distribution: The funds are appropriated to cover the costs of managing the account. Remaining funds are allocated to The Arc Minnesota, a nonprofit organization, to support its disability community support activities.
