This bill (S.F. No. 2001) proposes an amendment to Minnesota Statutes 2024, section 256I.05, to establish a supplementary housing support rate for certain facilities. Specifically, beginning July 1, 2025, agencies must negotiate an additional rate for housing support providers that operate "indoor communities" with low barriers to entry. These communities must:

1. Consist of individual, secure, private dwellings for people experiencing unsheltered homelessness who have complex health needs, including substance use disorders, serious mental illness, and physical health conditions.
2. Provide 24/7 supervision with onsite support services.

The bill sets limits on the number of beds eligible for this supplementary rate: - 100 beds in the Twin Cities metropolitan area for a facility that has been in operation since 2020. - 48 beds in central Minnesota for a facility opening after 2025.

The supplementary rate is capped at $975 per month, including any adjustments for inflation authorized by the legislature.
