This bill amends Minnesota Statutes 2024, section 256I.05, to establish a supplementary housing support rate for certain facilities providing housing and support services to individuals experiencing unsheltered homelessness with complex health needs.

Starting July 1, 2025, agencies must negotiate an additional housing support rate for providers operating "indoor communities" with low barriers to entry. These communities must consist of private, secure dwellings and offer 24-hour supervision with on-site support services. The bill specifically applies to: - A 100-bed facility in the Twin Cities metropolitan area that has been operating since 2020. - A 48-bed facility in central Minnesota set to open after 2025.

The supplementary rate cannot exceed $975 per month, including any legislative inflationary adjustments.
