Main Provisions

• Grants for Trail Improvements:

  • $2,600,000 is allocated for one or more grants to the city of Dellwood for designing, engineering, and constructing trail improvements along the shore of White Bear Lake.
  • $500,000 is allocated for a grant to White Bear Township for similar purposes along different segments of the lake.
  • $500,000 is earmarked for the city of White Bear Lake to design, engineer, and construct trail improvements along specified sections by the lake.

• Segment Completion Flexibility:

  • The city of Dellwood is permitted to complete trail improvements in segments following specified routes. These are:
  • Echo Street to Dwinnell Avenue.
  • Yellow Birch Road to Echo Street.
  • Meadow Lane to Yellow Birch Road.
  • Intersection of Dellwood Road to Meadow Lane.
  • Any remaining funds after the completion of a segment can be applied to other segments.

Significant Changes to Existing Law

• Extended Availability of Funds:
  • The bond sale authorization and the appropriation of bond proceeds for the project have been extended to be available until December 31, 2028, as opposed to the previous deadline of December 31, 2026. This gives more time to manage the funding and complete the trail improvements.
