Purpose of the Bill

The bill aims to promote solar pollinator programs and support agrivoltaic solar sites through the establishment of special license plates in Minnesota.

Main Provisions

• Special License Plates for Solar Pollinator Programs: The bill proposes the creation of special license plates for vehicles in support of solar pollinator programs. It specifies that these plates can be issued for passenger automobiles, noncommercial pickup trucks, motorcycles, and recreational motor vehicles.

• Annual Contribution Requirement: Applicants for these special plates must contribute at least $60 annually to the Board of Water and Soil Resources' pollinator account. This is in addition to the standard fees for special plates and vehicle registration taxes.

• Design and Issuance of Plates: The commissioner of motor vehicles, in consultation with relevant groups, is tasked with designing the plates. The plates can be transferred between qualifying vehicles owned by the same individual for a small transfer fee.

• Funds Allocation: Contributions for the plates will be used to support the pollinator programs, and any additional fees collected are directed to the driver and vehicle services operating account.

Significant Changes to Existing Law

• The bill introduces a new provision in the Minnesota Statutes to code for these special plates and their corresponding contributions.
