This bill (Senate File No. 2336) proposes an appropriation of $8 million from Minnesota’s general fund in fiscal year 2026 to the state's Commissioner of Employment and Economic Development for a grant to WomenVenture, an organization that supports economic development.

Purpose of the Grant:

1. Support for Child Care Providers:

   • Business training and shared services for child care providers.
     
   • Creation of free materials to help child care businesses with startup, expansion, and ongoing operations, particularly in underserved areas.
     

2. Support for Women Food Entrepreneurs:

   • Business expansion within Minnesota's food supply chain.
     
   • Assistance with business stabilization, strengthening operations, and distribution networks.
     
   • Technical support in agribusiness, business planning, workforce development, and expansion strategies.
     

Eligible Uses of Funds:

• Leasehold improvements.
  
• Remodeling or renovations of rented spaces.
  
• Emergency grants for damages caused by natural disasters.
  
• Purchase of inventory, supplies, machinery, and equipment.
  
• Working capital.
  
• Debt refinancing.
  

Administration of Funds:

• Funds may be distributed as loans, forgivable loans, or grants.
  
• Up to 5% may be used for WomenVenture’s administration and technical assistance.
  
• This is a one-time appropriation available until June 30, 2028.
  

Reporting Requirement:

By December 15, 2028, WomenVenture must submit a report to legislative committees overseeing agriculture, employment, and economic development. The report must include:
- A breakdown of how the funds were used, including administrative costs.
- The amounts allocated to loans, forgivable loans, and grants, along with loan terms.
- Plans for reusing repaid loans.
- The number of entrepreneurs assisted and a breakdown by county.

This bill aims to enhance economic opportunities for child care providers and women entrepreneurs in Minnesota’s food industry.
