This bill appropriates funds from Minnesota's arts and cultural heritage fund for fiscal year 2026 to support a winter festival on Lake Phalen in St. Paul. The funds will be granted to the city of St. Paul through the commissioner of administration. The festival will feature one or more ice castles designed to fit the area and will provide opportunities for community members to carve and display their own ice sculptures.
