This bill appropriates funds for the Minnesota Helmets to Hardhats program, which supports National Guard, Reserve, active duty military members, and veterans in transitioning into careers in the building and construction industries through registered apprenticeship programs. Specifically, it allocates $238,000 for fiscal year 2026 and $238,000 for fiscal year 2027 from the workforce development fund to the commissioner of labor and industry, who will provide the grant to Building Strong Communities.

The funds must be used for recruitment, selection, employment, and training initiatives that do not discriminate based on race, color, creed, religion, national origin, sex, sexual orientation, marital status, disability, public assistance status, or age.
