Purpose of the Bill

The purpose of this bill is to establish special vehicle license plates in Minnesota to support and promote Donate Life, an organization dedicated to organ and tissue donation.

Main Provisions

• Issuance of Plates: Special "Donate Life" license plates will be issued by the commissioner to vehicle owners who are eligible. Eligible vehicles include passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, and recreational vehicles.
• Requirements: Applicants must:
  1. Be registered owners of eligible vehicles.
  2. Pay an additional fee specified for special plates.
  3. Pay the standard registration tax and other necessary fees.
  4. Contribute at least $10 annually to the Donate Life account.
  5. Comply with all vehicle registration and driver licensing laws.
• Design: The plates will feature a design and colors developed in cooperation with Donate Life.
• Transferability: These special plates can be transferred to another qualifying vehicle owned by the same person for a fee of $5.

Significant Changes to Existing Law

• Exemption: The plates issued under this section are exempt from certain existing provisions regarding special plates.
• Funding: Contributions collected for the plates will be deposited into a newly established Donate Life account. This money is appropriated annually, first to cover administrative costs, and then to support Donate Life's mission.
