This bill seeks to modify the definition of a "large energy facility" under Minnesota law by amending Minnesota Statutes 2024, section 216B.2421, subdivision 2. The definition includes various types of energy infrastructure with specific capacity and size thresholds. The categories of large energy facilities covered in the amendment include:

1. Electric Power Plants: Any generating plant or set of plants at a single site with a combined capacity of 50,000 kilowatts or more, along with necessary transmission lines for interconnection.
2. High-Voltage Transmission Lines:
   • Lines with a capacity of 300 kilovolts or more and extending over one mile in Minnesota.
   • Lines with a capacity of 100 kilovolts or more exceeding ten miles in Minnesota.
3. Pipelines:
   • Pipelines with a diameter greater than six inches and over 50 miles long in Minnesota, used for transporting coal, crude petroleum, petroleum fuels, or oil derivatives.
   • Pipelines transporting natural or synthetic gas at pressures exceeding 200 pounds per square inch and longer than 50 miles in Minnesota.
     
4. Gas Storage Facilities:
   • Any site capable of storing over 1,000,000 gallons of liquefied or synthetic gas.
   • Underground gas storage facilities requiring a permit under section 103I.681.
5. Nuclear Facilities: Facilities used for nuclear fuel processing or the storage/disposal of nuclear waste.
6. Fuel Conversion Facilities: Any facility converting materials into combustible fuel, processing over 75 tons of material per hour.
