This bill amends Minnesota Statutes 2024, section 115A.902, by adding a new subdivision that requires tire collectors to obtain and maintain a surety bond before being issued or renewing a permit. The bond must:

• Be executed by a surety company authorized to operate in Minnesota.
  
• Have a minimum value of $150,000.
  
• Remain in effect continuously unless canceled by the surety.
  
• Require at least 30 days' written notice to the tire collector and the commissioner before cancellation.
  
• Be for the benefit of Minnesota citizens and ensure compliance with state laws and regulations governing tire collection (sections 115A.90 to 115A.914).
  
• Limit the surety’s liability to the bond amount or actual damages, whichever is less, but does not limit the recoverable damages from the tire collector.
  
• Follow the form prescribed by the commissioner.
