The bill directs the Minnesota Commissioner of Human Services to develop draft legislation to codify the standards and requirements for Integrated Community Supports (ICS) into state law. These standards are currently outlined in federally approved waiver plans for individuals with brain injuries, disabilities, and other community care needs.

The commissioner must consult with key stakeholders, including representatives from residential service organizations, county social service administrators, and individuals currently or potentially receiving ICS. This consultation process must be transparent and inclusive, ensuring meaningful input from both service providers and recipients.

The commissioner must submit the drafted legislative language to the chairs and ranking minority members of the relevant health and human services committees by January 1, 2026.
