This bill appropriates $10,892,000 from the bond proceeds fund to the Public Facilities Authority to provide a grant to the city of Good Thunder, Minnesota. The funds will be used for the pre-design, design, construction, and equipping of improvements to publicly owned municipal infrastructure, which includes a new water treatment facility, a new water supply well, new water mains, sanitary sewer and stormwater infrastructure, and a new stormwater pond. It also covers the demolition and removal of existing infrastructure being replaced and street reconstruction related to the project.

To provide the appropriated funding, the commissioner of management and budget is authorized to sell and issue state bonds in the same amount, in accordance with Minnesota law and the state constitution.
