This bill directs the Minnesota Commissioner of Children, Youth, and Families to conduct a statewide needs assessment of out-of-school and youth programming for individuals 21 years old and younger. The evaluation will gather data on existing programs, their funding sources, populations served, and financial mechanisms supporting them. Additionally, a community engagement process will be used to identify barriers to access and gaps in services.

The commissioner must submit a report by February 15, 2026, to relevant legislative committees, summarizing the findings and providing policy and funding recommendations to improve access to and quality of such programs.

The bill also includes a one-time appropriation for fiscal year 2026 from the general fund to cover the costs of the evaluation and report.
