The bill proposes the establishment of Philando Castile Restoration and Unity Days in Minnesota, to be observed annually on July 6 and 7.

• July 6 would be Philando Castile Restoration Day, dedicated to fostering cross-community connections, encouraging understanding, promoting humility and forgiveness, and strengthening community ties.
  
• July 7 would be Philando Castile Unity Day, aimed at uniting people to honor Philando Castile’s life and legacy, as well as remembering others lost to police violence.
  

The governor would issue proclamations each year to recognize these observances. The bill honors Philando Castile, a Saint Paul Public Schools nutrition services supervisor who was known for his generosity and tragically killed by police during a traffic stop on July 6, 2016 in Falcon Heights, Minnesota.
