This bill proposes a capital investment appropriation for the West Central Regional Water System in Minnesota. It allocates $9,700,000 from the state bond proceeds fund to the Public Facilities Authority for a grant to Norman County, Clay County, and Polk County (or any combination of two of the three counties). The funding will be used for acquiring land, as well as predesigning, designing, engineering, and constructing infrastructure for Phase 1 of the project. This includes a trunk transmission pipeline and associated water infrastructure to transport potable water to cities in the designated counties.

To finance this appropriation, the commissioner of management and budget is authorized to sell and issue state bonds up to $9,700,000, in accordance with Minnesota state statutes and constitutional provisions related to bond issuance.
