This bill amends Minnesota Statutes §145.4718 to require the Director of Child Sex Trafficking Prevention to conduct or commission a comprehensive evaluation of the state's Safe Harbor program for sexually exploited youth. The evaluation must be submitted every two years (in each odd-numbered year) to the Commissioner of Health and the chairs and ranking minority members of legislative committees overseeing health and public safety.

The evaluation must assess whether the program effectively reaches intended victims and whether the support services provided are accessible and adequate. Additionally, it must analyze program outcomes, including improvements in identifying victims, coordinating investigations, providing access to services and housing, and increasing the effectiveness of victim support efforts. The report must also examine how penalties under section 609.3241 are assessed, collected, and distributed to ensure funding for investigations, prosecutions, and services combating youth sexual exploitation.
